Boys become obligated to wear tefillin at age 13 (Bar Mitzvah). Many begin practicing a month or two before their birthday. Tefillin are worn during weekday morning prayers, not on Shabbat or holidays (which are themselves 'signs' of the covenant, making the additional 'sign' of tefillin unnecessary).
