    When are tefillin put on?

Every morning on weekdays (not on Shabbat and holidays)

    Source: Shulchan Aruch OC 30

    In detail

Tefillin are put on every weekday morning during Shacharit prayer. They are not worn on Shabbat or Jewish holidays because these holy days are themselves 'signs' (otot) of the covenant between God and Israel, making the additional sign of tefillin redundant. On Chol HaMoed (intermediate days of holidays), customs vary by community.
