The Torah was given in the Sinai desert, on Mount Sinai. The sages explain that the Torah was given in an ownerless desert rather than in the Land of Israel to teach that Torah belongs to all who wish to study it, regardless of origin or status. The desert setting also symbolizes the humility needed to receive Torah.
