Is it obligatory to perform circumcision on Shabbat?

Yes, if the brit is on its proper day (the 8th day), even on Shabbat

    Source: Shulchan Aruch YD 266

    In detail

A brit milah (circumcision) performed on the 8th day takes precedence over Shabbat — it is one of the few positive commandments that overrides Shabbat. However, if the brit was delayed for any reason (health concerns, etc.), it is NOT performed on Shabbat but postponed to a weekday. Only a 'brit in its proper time' (bizmana) has this special status.
